The world powers are currently engaged in the complete opposite, in destabilising the Syran Government which is the only credible force alongside the Kurdish peshmerga that are putting up a fight to Islamic State. The foreign policy genius that is President Obama.

While this is unfortunate, I don't think we should be surprised. Our leaders are not doing "everything they can" to stop ISIS, ISIL, whatever it may be. Don't be surprised if more cities fall.
