Zika Virus Outbreak - Sweaty Billboard Prevention

Couldn't see a thread on this but apologies if there is already one somewhere!

Back on the 13th April, The World Health Organization declared the Zika virus a global public health emergency.

How does attracting mosquitoes into the city help stop the disease? That sounds like a pretty awful idea to me
