Of course they could do that, just like they could have kept gambling a problem on the client and raised the age level on the app store download, but they want to reach as large a market as they can rather than just their own current users :P

If they want to run it on iOS then yes they will have to put it on the app store which is managed and controlled by Apple. There is ways around that but that would only count for jailbroken devices and a company isn't going to do that. The appstore is an important part of the puzzle.
Why not just ban gambling instead of doing that and a dice limit? This ruins so much. Sure, you could use an excuse that it's hard to moderate, but you could say the same about people advertising scam links and hacking links--why not ban talking too, then?
