The story reads like this to me:
A controller with a rating no greater than pilot asked if he could give a service to another pilot, then proceeded to give information which is prohibited by the VATSIM CoC from a member with a rating lower than S1.
That is true but a few twists have been added to the story along transit, I feel this thread should be locked, we know he did it, he knows he shouldn't of, he won't do it again.
Lets sweep it under the carpet eh?
