Torchwood is effectively being treated as non-canon now as all production is basically separated e.g. all filming and production in america etc. I doubt torchwood and doctor who will never cross paths again or not for a few years.

Send out a distress call, the tardis will soon arrive!

Or for a more in-universe answer, the Doctor has all of time and space to explore. It'd be more likely that he wouldn't be there than he would be. As our dear old Prime Minister, Harriet Jones, once said the Doctor won't always be around! ;)
