depends although vps' are genrally better but more expensive

Make your own site first like using freewebs or something (Html)

then.. have a reseller OR out of the reseller make your own sitel lol :l

About hosting etc

Maybe like a tutorial/hosting

And don't use flash for a layout coz its rubbish!
