Jagex stated that luring is part of the game, and they can only warn people so much about these types of lures, and that people have to use common sense.
I still believe that luring is scamming, but if this is what they say, you cant get in trouble for it.
Dont quote me on this though, if i were jagex id ban all the lurers lol.
Thered be a ton of loopholes, headaches for Jagex.
maybe just phrase it carefully, like if u do lunar mage one say "lets go on an adventure!" as opposed to something like "lets go to camelot" - then you aren't lying to them :p

I messaged jagex about this, and they said that it is a bannable offense. I Advise people to not do this, if reported, it will result in a perm ban.
Poisoning people in the combat ring then kicking them is bannable.
