Apparently in the US thats not true, they apparently charge you when people ring you over there, at least on mobiles.
I was reading about it on another site.

yeah in the US, someone calls you, the person calling gets charged and you get charged for picking up.

he was on CNN this morning, his phone was going off constantly.
