MAD--, can i ask;

If you are going to disallow the rule of trading account, then trading habbo > rs and rs > paypal and vice versa should be not allowed.

If not allowing acc trading should make mill selling and membership selling against rules too, they are all against rs rules, should just pick n choose

You could still get scammed via Habbo - RS Trading or Member Pin Trading etc.

hxf is not an rs fansite so it doesnt have to follow rs rules so they can do whatever they want really.
