No, they will get distracted. Learning in silence is more effective and educational.
your question is too broad. of course students should be allowed to talk, but it really depends on the situation. if, for example, a group of students have finished their work and talk extremely loudly amongst themselves, then it is definitely unfair to the rest who have not finished.
we as students sometimes take our teachers for granted. you have to understand their feelings too, they're trying to conduct a good lesson and there you are, blabbering away, distracting both the teacher and the rest of the students.
They should providing they're respectful to the teacher & quiet when they're told to be.
