He could be bi. On the other hand he could be gay and just having a laugh (I still pull girls when I'm at parties and it doesn't really mean much it's just a laugh and I'm gay). He might even just be a naturally flirty person. At parties and stuff people give off a lot of mixed signals, when someone's out having a laugh with their friends and enjoying a party they are subconciously flirting and giving off sexual vibes, you might just be picking up on that.
My advice would be just to stand back, if you really like him and you're comfortable with your sexuality then chase him!
