Well the layout has a good structure to start with.
As others have said the colour selection is a little bit... over the top.
For some nice pastel colours (not to good with the spelling sorry) try www.colourlovers.com although I would recomend experimenting with colours, dark greys going into blacks is a nice one with light blues ;)

Also www.pixel2life.com have a good range in all tutorials, from photoshop to php etc etc.
