It does. Unless the ISP connects to the torrent and checks the IP then they won't know what data you are downloading.
What I cant understand is that its so easy to find illegal films, music, software etc, yet the government / ISP's don't block the web pages, remember we heard that ISP's were blocking a Wikipedia page because it contained child porn, yet they don't block torrent sites.
If they want people to stop downloading then block the websites from being accessed.
If anyone goes on google and searches what they want with 'free' after it chances are it will direct them too a torrent site
Personally, I think its pathetic. The music industry makes enough money, and now they want to make even more by adding ridiculous fines on.
edit// it also winds me up when they still moan at you for downloading songs you own! What if you have a CD thats damaged and you want the songs off of it. If you download it then surely thats fine as you have paid for a copy of the songs and you aren't getting around any protection (so your not breaking copyright act or w.e).
It's illegal to rip a CD to your computer.
