If you'd care to read the links you provided, you probably wouldn't have posted them.
Your idea of using a PSP to host a website is very stupid. Firstly, PSP's aren't very powerful. Secondly, leaving it on 24/7 wouldn't do it any good. Thirdly, I imagine your web connection's upload speed isn't something like 100MBPS. You'd need a very fast connection. Plus, as mentioned, it'll be on wifi, making it slower. Also, most ISP's don't allow you to host servers on their connections.

Hmm, i'm also struggling to find it, but i know for definate i've read in the past in pretty much any ISP's fair usage policy. They must have changed it.
They used to say that they didn't allow you to host websites from your home connection, maybe that has changed... I'll try finding it in ToS's.

Business use would be a webhost. They don't word it as "You can't run a webhost" but they say that in other words.
