First of all it makes the pit lane a whole lot safer, there's been various issues with fuel hoses and cars going too early etc. And just a few races back, Kovalanien was released with the fuel hose still attached which toppled all over Raikonnen, which promptly ignited a fire. Luckily nothing came of it but that's hardly the point.
The main thing is it stops all these fuel strategies and people being fuelled extremely lightly during qualifying only to pit stop a few laps into the race.
