It depends if the person in question was in the wrong or not.

If I was dead and I said something mean to the person before I died? I wouldn't regret it. The person who watched me die and heard those words would look at what I say and feel I must be right if those were the last things to come out of my mouth. So... no.

Totally. I'd also regret being the only dead person ever who is somehow able to think.
