All criterion must be matched, thus why if there was no grass in the first place there can never be grass.

Guessing that guide must be outdated then, or there might be some special condition matched because of the water running up the side of the tower:

Well, it was for indev, but there's no reason for it to change. It's why grass won't randomly grow next to lava if there's dirt.
