For Web Development only learn PHP if you're interested in actually coding scripts, if not learn JavaScript, it's an extremely useful language.
Didn't read all posts (tl;dr) but honestly follow tutorials by http://youtube.com/phpacademy I learnt everything off him because he explains what the code is doing and why.
W3schools.com/php and php.net is good to refer to if you want to see what parameters you need.
The problem is, you still haven't learned much.

Going through your post history reveals your general ability and coding style, so if he's done that, then yes, he does know that you haven't learned much.
I don't intend to come across as insulting, I like that you're trying to learn and you've contributed a couple of helpful tutorials to the forum, I just thought I'd point out that Caleb was right. Keep learning though :)
Based on your post history, I would know. If you have in fact improved vs. recent posts... congrats. Otherwise I stick with my statement.
Both posts above show a clear point but the problem with my post history is you only see the problems I have or maybe that first ever script I made which I honestly laugh at how bad I coded it. I don't tend to post my scripts so you would really see anything I make, but yeah I'm learning, I'm getting to be alright but I still have a lot to learn :)
