Well -- if it's a thread with intentions to report on actual bugs in Habbo Habbox already has a section on that
here, so the thread couldn't be made.
If you're talking about a thread to discuss how individual Habbo users have failed (and I think you are), then that thread could be made in the
General Habbo Forums. Other than official spam threads in the staff forums, most user interactive stuck threads like the one you're talking about are created by users, not staff. If it becomes popular it will be stuck, you should create the thread yourself, it was your idea :)
