99% sure it's a driver issue, look up your motherboard and go get them. If you're lucky they'll be optional windows updated but you should go get them from the motherboard manufacturer anyway.
The device he's using to listen to the music is clearly not going to be the cause of the software issue causing the output volume of spotify to be cut down on the system mix. ESPECIALLY if it's an Aux output.
Have a look at the balance levels in the audio device configuration.
Actually it will cause a morepronouncedaffect if he is using the line out (or aux out, whatever you want to call it) rather than the headphone out. The line out is not amplified and is not designed to drive headphones, it can't supply enough current. The line out has a high impedance compared to the low impedance of the headphone out socket as it is amplified.
Although, I did not take a good enough look at the original post as I did not notice the volume is not showing correctly in the volume mixer. But either way, you still should not use headphones on a line out jack.
I noticed you use skype. Try this:
In control panel, Sound, then Communications tab. Select "Do nothing" and see if that helps.

I think i found the problem, i normally put my usb speakers in when my parents are out. Then obviously pull it out when i want to listen through headphones. sorted by a restart.
