Always seemed like a dumb idea to me. Just a bad excuse for the vocal part of the community to get more of a say than they already have.
But what need is there? With so few people active these days - and far fewer still who are bothered about making changes - the feedback forum is a big enough platform for everyone's views. If upper management don't properly/promptly read through feedback threads then there's no reason to assume they'll read through council reports, which would themselves only ever be comprised of either majority views (which, especially on teen forums, are often very wrong) or the views of the most highly informed (which are likely to be in feedback anyway if the persons advocating such views actually care).

Although that could cause popular yet trolling members to get in on bought votes.

I really don't think a council will help at all and plus the previous times it has been attempted and failed, the chances of it failing again is quite high. Since you love me Mr Ross, feel free to send me a PM with the list of things you mention in your first post though.
In terms of making the football predictions an all year round thing with other leagues then that is probably some what a bad idea. Well it's good to get people taking part and winning stuff but I feel it should be only kept for football events such as the Euros and the World Cup.
There's no need for a council. I find a VM to whoever usually works these days.
