They should block out all foreign users.

I think all countries should be aloud to use any hotel.

Habbo Hotel USA (otherwise known as '.com') is a universal hotel which means it was built for country’s that doesn’t have a Habbo Hotel yet.
If you go to www.habbohotel.ru (Russian domain) it'll redirect you to USA.
The UK hotel (Also known as co.uk) was the same ;)
