I was thinking that but the uncle of Keith (the little boy still out there) put it in an interesting way, he said if you buried a pot of gold out in those moors you'd sure as hell remember where you buried it. And I think the same applies for a body too. Brady likely kept Keith's body to himself as a last sense of any 'control' he had. It was the one thing that he had over the families, the legal system and the nation.
The fact it has now come out that the Coroner is refusing to release Brady's body until assurances are given that his ashes will not be spread on Saddleworth Moor I think goes to prove this. The fact Brady requested this, to be scattered where he buried his victims and where Keith still is: it's one last fuck you to all of us from this evil bastard. His way of control.
But what if Keith's body wasn't a metaphorical pot of gold for Brady, and actually he just cared so little he really didn't give a shit where the kid was buried? That's what I always assumed anyway.
