Personally, I feel that without Halo, other developers wouldn't have been interested in taking a risk with the Xbox. Luckily, Halo got rave reviews and became the console's flagship system seller. With a fairly large installed userbase, this gave developers a reason to make games for the system. Unsurprisingly, companies looked at who'd bought the Xbox, and given the fact that most did so because of Halo, decided that the demographic they had to appeal to was full of FPS players. Hence why the Xbox is the system to go with for shooters.
