Probably another way of grabbing money and keeping people paying for "the club". Which is not really a club except you get to display a small 50 x 50 pixel icon that is usually turned off anyway. Oh and you get to go in a couple of rooms that probably a tenth of the hotel population can't; Don't forget the repeating habbo club presents aswell :P
Thing is people are willing to pay for it... I am willing to pay for it and so are almost 10000 Habbo's so Sulake will always make money....

I didn't notice many changes over on the china hotel. I believe the hobba system is getting used over there though.
