Blob i didnt use your IP thing though it didnt work ;D

New features are as follows;

Staff only shoutbox
Admins can send alert to everyone or IP
Mods can send alert to just an IP
Popup if they use HTML
The error where a slash got added before an ' has been fixed.
IP Ban fixed, mods and admins have a panel to unban and ban IP's

And i probably forget a few things ;}

Im not sure if you made it as you couldn't make a simple php form, but it is good.

Urm yes i can it just had an error sygon, and i made it all except the bit where it logs the users IP {Credit to Fujitsu}
