Me Get 12m = 99 Magic Cape?

I don't get what you're going to do :S You can't make magic longs and you don't need magic logs for yew long, unless you're actually dumb enough to sell 5k magic logs and 5k strings for 5k magic longs I don't think this will work

It'd probably be cheaper to buy 5k magic longs in bulk

I just found another problem with your little plan here, you plan to alch 5k magic longs to get to 99 magic, this is how many high alchs you need to do to reach 99 from your exact experience level - 195819

Good luck with the "new" goal, i'm sure it won't be the last :P
