I can see your point that it would be nice to have open applications, then for example also people with experience from other websites could apply here.
But it would be hard for us to know if they can be trusted with such a big responsibility. Another advantage of picking somebody who has already been habbox staff for a while, is that they know how we work, and it doesn't cost us a lot of time to explain them what to do and what is expected from them.

Habbox never hire people to have management roles totally out of the blue, unless it is a new department, and you will tend to find that the person heading the department will be Habbox staff anyway. All departments at Habbox require specific content access of some sort, and can be very sensitive, such that we can only accept managers that we can trust; and the only way of deciding trust, is working with somebody or seeing them work for a long amount of time, thereby gaining trust.
For something as sensitive as Habbox rare values, we can't just open applications to become a manager, if not only because of the responses like:
"I want to become a Rare Values manager because I think that the mochamaster should be worth 20 hcs"
He only thinks this because he has five mochamasters and no other rares, and would like to gain something out of it.
I would have thought that, with the recent goings on in the RV department, people might understand how much of a trust based organisation it is, and once trust is questionned (even when questionned wrongly) it takes a lot to get it back, and people often never get the chance.
My advice, start small, gain trust, gain reputation, reap the rewards later on :).
