Exactly one of the reasons why it should be implemented "(H)"

And could be abused over and over, reporting any reputation a user feel's and NOT reporting the "pointless" reputations thus defeating the object of the new rule inplace.

well they wouldnt be able to do that,
maybe they should like be infracted for abuse
