Trust me, Just create a form for the parents and you should be fine, get them to sign it. I've signed name of these forms and created them.

You are infact wrong. They parents sign their children up to the carnival. As I am working for the carnival, it is perfectly fine. Also it is a public event, therefore I am free to photograph anyone I wish.

Not actually, they probably have to sign a waiver at the gate, or when they sign up.

Those waivers usually include information about accidents, etc, and that the company may take photographs during the event.

Yeh, so if the parents come shouting abuse at them, they can say

"You signed this legally binding contract, therefore you have consented for this to happen." or somthin like tht.

Plus as mentioned, will be wearing official uniform and walking with the procession, therefore not some pervert - shooting on behalf of the organizers.
