Hooking up in England means getting together with someone/ going out with them, where as in America it means something very different.

over in wales we say that if you have sex with someone "youve had sex with someone"

Hooking up has never meant getting into a relationship that I've ever heard, sometimes meeting people ie "just hooking up with some friends and going down Lido II" but mostly actually getting some ie "I want to Landa's and hooked up with a tranny"
I don't know what deadbeat part of Australia some of you live in but making out is the whole kissing with some tongue slipped in deal.
