MOD's can't make credits which is why some rooms are crap and never have furniture in them. I think after a year you can afford to spend £1000 off their pay check.
I'm 99% positive that mods don't have access to the furni tool? Even if they did he wouldn't be allowed to give away free furni.

If im correct he had the largest amount of speaker corners in the hotel , he could of easily traded them.
