I paid like £500 for my moped, was a chinese one though, Baotian comes to mind...
Insurance i think was £250 not 100% sure though!

I see no point in mopeds unless you're buying it as an essential mode of travel (i.e., like you are, where buses etc are inconvenient)
There's not much point in my eyes buying one to buy a new engine and spend lots of money on it, at the end of the day you're never going to get your money back and a year later you can buy a car (or if you're into bikes, a proper bike.)
You're better off buying a cheap one, doing nothing to it apart from maintain it, and then sell it on for a similar price when you turn 17 and buy a car.
For some, like me it was/is a hobby. If I could afford it, I would simply go out, buy an old Yamaha frame, preferably a Jog 2003+ model or 1999+ Aerox model. Until you try it, you won't understand, I spent 2 years on my bike, trying out different engine parts etc, ask Casio, he has seen pics.
I just used mine to get to school, think parents paid £500 for it and small insurance. a tenner of petrol would last like a week and a half happily. No matter what i did really, i had this;

To be fair, only bike i'd rebuy would be ether the ninja or the pulse adrenaline
