Theres alot of flaws.. you need to learn to use hex codes and borders instead of images,
what you have so fair would only require 1: 1 x 24 image on repeat for the marquee, then the same banner image & the background image.

Ya, there's nothing wrong with that for a first attempt, just some spacing, margin, and padding issues, thats all :)
