The new interface is one of the last things they make.
Vista looked like XP at first and 7 looked like Vista. It's just the way it is. Some people must think the interface is all there is to an operating system :S.

The operating system is not just the user interface! It doesn't matter that it looks like Windows 7 still, the underlying code will be different and features added/removed/changed. The user interface is one of the last things to be done. Why does nobody read the whole thread before posting :(
Agreed, annoys me on this forum whenever a picture is posted, it's deemed pointless.
But yeah, on topic: I thought, 7 was a big step up from vista, how much simpler it is, how much more reliable it is etc, so if they can work on all the successes it had and improve them, I'm sure windows 8 will be a big hit for them.
I believe Windows 8 is scheduled for release in late 2012 which means that in comparison with Windows 7 it's currently right on track.
