the "one eight two" versus "one eighty two" is just an example of accents and speaking manners. the 'the' on foo fighters just plain doesn't exist. also green day are in the UK but for their crappy broadway musical shows.

The actual band members say eighty two.

And greenday are still good, just some of their new stuff is **. And the 'the' does exist. Like you said, it may just be accents or where people came from which makes them add the 'the'. (:
