Cocaine as it appears to most is the powder alkaloid - making rocks of it requires extra procedures and unless your man has contacts who have a large ether lab and are suicidal (the ether used in freebase manufacture can and likely will spontaneously explode in air) then what he's getting shipped in is crack rock, which is the least pure form having been tampered with and bulked up by plenty of other ingredients. If they're really getting it in a freebase form straight from the plant then it would be useless because it loses potency quickly as such a substance, and your chum would have to make it into the hydrochloride himself before being able to sell it on, otherwise it wouldn't be water soluble and would quite literally kill most of his customers.
