It wouldn't be GTA without cheats, so its obvious they will be included.
They would probably get a lot of hate about not having some sort of cheats. It's always been a big part of GTA in terms of making it fun etc :P
Can't wait for this release, I haven't touched the 360 in too long but certainly will be Golding up and going into lock-down, curtains drawn, headphones on, that first loading screen is always the buzz moment. Remember the humming and strumming in the San Andreas intro? Chills every time.
On a useful note, cheapest pre-order I've found is at Zavvi, £39.95 atm. They have a price promise too (if it falls before the release, you pay the lowest), might be unlikely though at that price, the T&Cs link for this on the game page is broken, think it's this one I found elsewhere.

Personally I wouldnt wan't to go swimming in that water if that Shark can kill us :P. Also according to Amazon, the game is set to come out in March 26th next year.
