no, your combat level is based on all your combat skills combined.

if you are a melee fighter, its based on attack, strength, defense, hp and prayer.

for mages, magic, hp, prayer, defense (i think)

same with rangers but range instead of mage.

as a typical example of how it can be confusing...

take pures for instance, a pure with 70combat will have way better stats than a normal player with 70 combat. because their higher strength or attack levels make up for the lack of defense, which is why pures are good to make, but a pain to fight against.
