seriously its amazing.
In photoshop...
It seems like a load of images, it looks alright but doesn't make me go 'wow'. :P
Could do that in photoshop and just slice it all up.
They're all images - there's pretty much no text on the page at all except at the bottom and very top.
projectfirefox was better, but a lot of Mozilla's designs are lovely.
Image maps, a lot of CSS, a lot of coffee and a lot of time on your hands!

And yes, the layout you're talking about it pretty much all images (and likely done mostly in Illustrator).
