you got the codes wrong, they're RM not RO, and they're an american monthly room design competition (RM1 = level 1 etc)
info from habborator.org/badges
and badges go in international :P

I think RO# are room of the week. I could be wrong.
-
ugly badges...
as usual..

They are for usa and have been around for a long time - they're for a room design competition on the usa... please check next time
-
the room badges are for the US version of our 'hot list' thingy.
i think each badge is a different amount of times u get ur room onto the list.
the hygeine badge looks wayyyyy too tacky to be used to the UK hotel. probs for some hotel like spain or finland.
