Corrupt Head Hobba

You probably have heard this all before, but how come can Glitterkat go around saying that you have to be 18 to be a hobba when:

Same with another few Hobbas, Geglash is Farmerjiles etc, maybe they were testing the system or i think these people have been to the offices, but wasnt zycon DBZone
