They're new, I believe you need to buy a costume and go through a Costume Hopper.

Id say this too purely because the new community challenge is called something along the lines of 'Freak Out the Neighbourhood' and you have to do that for the challenge.

Doing the achievement now, you just have to keep going through the hopper
