If it was Ecko that picture of him should have the "Wave","Dance", and "Badge" options. The options only disappear if the user themself has left the room. I'm guessing he had the name !!!CALLIESMELLS!! and got banned for that and the last person he clicked on was Ecko who had already left the room. ;)
