I think it depends on the situation.
If it is clearly a "no steals" game then I think it's unfair to steal,
but if its a steals game or no one has said "no steals" then I think it is fine to steal.

I steal in games that are 'No Stealz' although I'm not supposed to, because it's all part of the game.
Stealing is one of those "Either do it or Lose" I like to do it, I mean it can't hurt me.
