It might depend on what language packs you have installed to your system, not too sure.

I have Dutch,

I can't do it :( I think its all to do with language packs :(

Go to

Start -> All Programs -> Accesories -> System Tools -> Character Map

Then set the font to vb and it shows every alt code for Habbo. This particular one is alt + 0179 and its old lol.
