It is against the rules, buying an account can get you banned, so you lose both your money and the account.

Actually Andrew Gower did make it in his free time as a game called Devious Mud, which was very basic, it wasn't released to the public and then got upgraded to RS Classic, read about it here http://en.wikipedia.org/wiki/RuneSca...nd_development
