Training my range at rock crabs last night and I see this

Someone is doing a clue scroll i think... lvl 3

You have to defeat him if you get a level 3 clue scroll and the co ordinates are outside of the wilderness (i think)

I have a rune scimmy pure friend lol. He's 41 attk and 80 str. He got sooo mad when he got the 41 attack.
