Ok it's impossible to turn it off, in various countries it's illegal to take pictures of people without consent. If you say put it on silent the person won't know if their picture has been taken. Hence it still making a sound even on silent mode :)
i posted on here to get away from the effort of google.
my phone u can silence the click or make it a monkey ect
