Probably for making profit, as <x3! said, however, they might bring it down after the rush to buy it is over :)
They probably see it with V11 coming out people want to buy more wallpapers
so they saw it as a way to pocket extra profit, for every purchase of the
wallpaper they get they make 10p profit then what they would have done.
they have probably put it up because the new ones is 5 creds and not many people will pay that much for wallpaper. so they will want to buy them cheaper stuff, which is 3 creds!
you would have thought they would have upd the flooring. the default wallpaper i can live with, the blue is actually quite nice but the floor! ewwww

Like others have said, they probably up'd it because everyone is going to be buying the new v11 wallpaper, so they are using it as a way of making profit from it.
They are silly put it like that :p
